Working in support of Longenecker & Associates, Thomas Thor USA is currently seeking a Contractor Assurance Systems Manager at the Idaho National Laboratory. This is a position to be based in Idaho Falls, Idaho. This is for the Spent Fuel Handling Recapitalization Project of the DOE Naval Reactors Facility / Idaho National Laboratory.

This position with Longenecker, serves as the Contractor Assurance Systems (CAS) Manager for construction activities performed by the Granite Construction Corporation (GCC) on the $1.2B Spent Fuel Handling Recapitalization Project (SFHP) for the Naval Reactors Facility at the Idaho National Laboratory. The Naval Reactors Facility is managed by Fluor Marine Propulsion (FMP), LLC and supports the Naval Nuclear Propulsion Program. This facility receives, examines and prepares Naval spent nuclear fuel for storage; and prepares and examines irradiated test assemblies under contract with the Naval Nuclear Propulsion Program in support of the Navy’s nuclear-powered fleet.
Granite Construction is contracted by Fluor Marine Propulsion to construct large reinforced concrete structures to nuclear quality standards for the Spent Fuel facility. Granite Construction directly interfaces with Jacobs, the EPC management contractor for Fluor Marine Propulsion.
The Contract Assurance Systems Manager is a Key position on the contract, reporting to the Longenecker Senior VP, Operations and to the Granite Construction Corporation Executive Board.
The CAS Manager will function as a senior advisor to the GCC SFHP Project Manager and interfaces with all Granite Construction management and designated Jacobs and Fluor Marine Propulsion management to ensure mission success. The primary areas of responsibility for the CAS Manager include development and maintenance of the risk and opportunity management plan, oversight of the GCC issues management and corrective action processes, development of the project metrics in consultation with GCC managers, oversight of the GCC SFHP management observation, management assessment and independent assessment and audit processes, oversight of the continuous improvement and lessons learned processes, and reporting of these functions to the L&A executive leadership, the GCC Executive Board, and Jacobs and FMP senior leadership, as appropriate.
While working to achieve GCC objectives, the CAS Manager will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information. This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises environmental compliance.
The CAS Manager works directly with and provides senior-level assessments of GCC project performance to GCC and L&A senior leadership. GCC must comply with the following Jacobs-provided plans and procedures:
• PL-07-001, Construction Management Plan
• PCD-07-003, Chemical Management Procedure
• PCD-07-004, Environmental Management Procedure
• PCD-07-005, Waste Management Procedure
• PCD-07-006, Spill Response Procedure
• PL-07-023, Ecological Reclamation Plan.
In addition, the CAS Manager will function in managerial and subject matter expert (SME) capacities in corporate activities including, but not limited to:
• GCC contract modifications and sub-tier subcontract development
• Input to the GCC Daily Report
• Safe Observation Reports
• Internal audits and assessments
• Independent corporate and third-party external assessments and audits
• Issues identification, reporting, corrective action development, and effectiveness reviews
• Incident reporting and response
• Incident investigations
• Safety meeting presentations
• Safety committee representation
• Developing and maintaining GCC performance metrics
• Conducting GCC risk assessments and developing risk responses and controls
• Representing GCC in NRF and INL site-wide assurance forums.

• 20 years relevant experience with a Bachelors’ degree, or 17 years relevant experience with a Masters’ degree in a technical or engineering discipline.
• Must be highly competent in implementation of contractor assurance system (CAS) functions, as detailed in DOE O 226.1B
• Highly knowledgeable in the development and execution of nuclear quality assurance (QA) programs and implementing management systems and procedures in accordance with the requirements of DOE O 414.1D, Quality Assurance and ASME NQA-1-2008/1a-2009 Addenda, Quality Assurance Requirements for Nuclear Facility Applications, and other quality implementing standards (e.g., ISO-9001), in a DOE operational nuclear facility work environment.
• Demonstrated experience in all aspects of CAS and QA management systems development and implementation in a DOE nuclear facility environment.
• Demonstrated experience specific to DOE and construction, and operational activities in a nuclear quality environment.
• Demonstrated project management experience in development of capital asset facilities in accordance with the requirements of DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets, including working level knowledge of design, configuration management, cost estimating, scheduling and project controls processes.
• Demonstrated experience in determination of operational readiness to execute field construction activities in accordance with the principles of DOE O 425.1D, Verification of Readiness to Start Up or Restart Nuclear Facilities.14 core requirements. needed to have started a project before.
• High degree of cognizance of industrial safety and health, environmental compliance, emergency response, and safeguards and security processes in a DOE non-reactor nuclear facility setting.
• High degree of skill in reading and interpreting regulations and guidance.
• Ability to cultivate a close relationship with multiple stakeholders to understand their needs, respond quickly to their requests, and provide feedback in a timely manner.
• Ability to train and mentor more junior staff.
• Ability to organize own work independently to meet established objectives, using discretion in performing duties.
• Excellent written and verbal skills, with the ability to communicate complex issues concisely at all levels of personnel.
• Physical Requirements: Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
