Longenecker & Associates, supporting the NNSS Protective Force Security (PFS) contract, is in search of a Director of Mission Assurance. This position reports to the SOC Team General Manager and is a key position on the contract. (SOC, LLC is the Protective Force prime contractor for the Department of Energy (DOE)/National Nuclear Security Administration (NNSA).) The 1,360-square mile Nevada National Security Site (NNSS) is an experimental testing facility and training ground supporting a variety of nuclear nonproliferation and advanced-technology missions vital to national security. NNSS contributes to the safety, reliability, and security of the nuclear weapons stockpile through scientific experiments supporting the science-based Stockpile Stewardship Program. While frequent visits to the NNSS will be required, the primary place of performance is North Las Vegas, NV.

Role description

The Director of Mission Assurance will manage environmental, safety, and health (ES&H); contractor assurance, quality assurance (QA), corrective action management and continuous improvement, and regulatory compliance activities in response to dynamic mission requirements. The NNSS national security activities and the presence of special nuclear material (SNM) onsite require the PFS team to respond to workload changes quickly with minimum disruption to site operations. This position leads and manages a group of approximately ten personnel.

 

  • Ensure mission assurance functions satisfy and comply with the requirements of applicable DOE and NNSA directives, policies, documents, and other direction provided by NNSA/Nevada Field Office (NFO), including those which become effective after the effective date of this contract.
  • Support the General Manager (GM) in his role as the Cognizant Security Authority and ensure that technology functions are integrated seamlessly to provide a single consolidated deliverable, product, or result to NNSA/NFO.
  • Integrate safety into management and work practices at all levels within the organization so that contract requirements are accomplished while protecting the public, the mission, and the environment.
  • Incorporate the Integrated Safety Management (ISM) principles, concepts, and practices at all levels within the organization. In addition, she/he will provide management, supervision, and staffing to support efficient and effective execution of contract
  • Maintain an effective and efficient contractor assurance system that we will use to measure performance and optimize its use to promote continuous improvement and support planning.
  • Direct the collection and analysis of performance data (including performance testing results), issues and corrective actions, lessons learned, metrics, and
  • Optimize use of the contractor assurance system to support evaluation of trending data, annual risk-based self-assessment planning and quarterly performance reporting, and data deliverables to NNSA/NFO and SOC’s Corporate Governance Committee. This will enable comprehensive contract oversight and corporate
  • Direct activities to conduct safety and health inspections for buildings that are under the stewardship of this contract in accordance with applicable DOE/NNSA requirements to ensure that operations are conducted in a safe manner and will provide environmental oversight required to meet federal, state, and departmental
  • Lead integration of SOC’s safety culture across the entire organization and the Nevada Enterprise ensuring all operations are conducted safely and in compliance with all federal, state, and departmental standards, regulations, and
  • Implement and maintain SOC’s Worker Safety and Health Plan (WSHP) and integrate the ISM concepts and practices into the
  • Ensure the protection of the public, the workforce, and the environment by directing safety and health inspections and environmental
  • Participate in the NNSA/NFO Culture Integration Team to support preparation and issuance of safety policies, critical core expectations, and supplemental
  • Direct activities and personnel to provide data, expertise, and support for the successful delivery of reports and deliverables to ensure high quality services, products, vulnerability assessments, and performance assurance
  • Ensure that SOC provides consolidated deliverables and products to NNSA/NFO and to ensure that all reports and deliverables are provided in accordance with the Reporting Requirements Checklist

Essential skills

  • Undergraduate degree in relevant field
  • 15 years of progressive and successful experience in DOE environment (or equally regulated environment) in ES&H, contractor assurance, quality assurance or related operational role. Demonstrated safety and health knowledge and successful experience health are mandatory.
  • Demonstrated leadership and supervisory experience and skills commensurate with this position
  • Excellent communications skills and ability to work with variety of stakeholders including peers, GM, NNSA, M&O management, and L&A corporate leadership
  • Demonstrable causal analysis experience
  • Demonstrable ability to fulfill and promote L&As core values
  • Q Clearance or the ability to reactivate
